В книге рассматривается история формирования и деятельности органов городского общественного управления в последней трети XIX — начале ХХ в. Особое внимание уделяется городскому законодательству, проведен сравнительный анализ городовых по-ложений 1870 и 1892 гг. На основе широких архивных данных, сосредоточенных в госу-дарственных архивах Республики Бурятия, Иркутской области и Забайкальского края, изучен состав избирателей, отражен процесс функционирования органов самоуправления, направления и формы их работы. Монография представляет собой первый опыт обобще-ния по истории городского управления в Забайкалье.

The book reproduces the history of the development and activities of municipal public administration in the last third of the 19th — early 20th centuries. Particular attention is paid to the municipal legislation. The work presents a comparative analysis of the munici-pal regulations of 1870 and 1892. Based on the archival data of the state archives of the Republic of Buryatia, Irkutsk Oblast and Zabaikalsky Krai, we have studied the composi-tion of voters, reflected the process of functioning of self-government bodies, the directions of their work. The monograph is the first attempt to summarize the history of municipal management in Zabaikalye.
The monograph is intended for researchers, it is also to attract a wider readership by providing the information about the history of Zabaikalye.
